 OVERVIEW 

The Town of Pelham is experiencing continued residential, commercial, institutional, and employment growth, increasing demand for community infrastructure, public facilities, parks, recreational amenities, active transportation infrastructure, cultural resources, public spaces, and other community services. As the Town continues to evolve, it is important to ensure that growth contributes to complete, healthy, inclusive, and sustainable communities while maintaining the high quality of life enjoyed by current and future residents.

Recent changes to the Planning Act, including the implementation of Community Benefits Charges and amendments affecting parkland dedication and other growth-related funding tools, have altered the legislative framework available to municipalities for securing and funding community infrastructure and amenities. In response, the Town is seeking to review and enhance the planning and financial tools available to support future growth in a coordinated and fiscally responsible manner.

The Town of Pelham is seeking proposals from qualified consulting firms to undertake an integrated assignment consisting of a Community Benefits Study, a Parkland Dedication By-law Review, and the development of a Cash-in-lieu of Parking By-law. Together, these initiatives will establish a comprehensive framework for identifying, prioritizing, funding, and implementing community infrastructure, parks, public amenities, and parking improvements associated with future growth and development.

The successful Consultant Team will undertake the three components of the assignment in a coordinated manner, identifying opportunities to align recommendations, implementation tools, and funding strategies to support the Town's Official Plan, long-term growth management objectives, and financial sustainability.
