Overview

Merritt Road is a collector road consisting of a two-lane rural cross-section consisting of a tar and chip road surface, granular shoulders, and ditches on both sides. The existing municipal servicing for Merritt Road includes approximately 380m of 200mm asbestos cement water main that extends from Pelham Street to Line Avenue, 50m of 150mm PVC Watermain east of Line avenue, 230m of 200mm  Asbestos cement Sanitary Sewer and 120m of 300mm Asbestos cement Sanitary Sewer that extends from Pelham Street to Line Avenue, and 50m of 200mm PVC sanitary sewer east of Line avenue. 

There is also regional infrastructure located within the Merritt Road right of way including a 750mm Hyprescon Regional watermain extending from Pelham Street to Line Avenue and a 500mm Asbestos Cement regional Sanitary sewer which extends from Pelham Street to approximately 55m East on Merritt Street which will remain undisturbed. 

The purpose of this engineering assignment is to complete a preliminary engineering design for the urbanization of Merritt Road from Pelham Street to Rice Road (Regional Road 54), including a survey, base plan, and 30% plan and profile. The scope of work shall include the preparation of geotechnical terms of reference, including a hydrogeological investigation, a Stage 1 Archaeological investigation, a built heritage assessment, and the preparation of design-build contract documents. The successful proponent for the preliminary design will not be eligible to be included in the project team for the future design-build assignment. The Town will utilize the successful proponent to perform all contract administration and construction inspection services on behalf of the Town during construction which is expected to take place in 2027. 

The design is to be completed with curb and gutter, sidewalk, a multi-use trail, street lighting, new storm sewer, and the replacement of the existing municipal services, as well as the extension of these services approximately 840m to Rice Road.

The design should provide a roadway cross-section that supports all modes of transportation, including the safe and reliable movement of pedestrians and cyclists. A proposed cross-section is included in Appendix B for the road segment between Rice Road and Line Avenue. The Road segment between Pelham Street and Line Avenue shall be designed in accordance with the Towns engineering standards for a Two-lane urbanized cross section.
