The Town of Pelham (the “Town”) is issuing this Design-Build Request for Proposal (RFP) to solicit competitive Proposals in the acquisition of design and construction services for rehabilitating the tributary to the Twelve Mile Creek where the storm water outlet at the Rice Road and Hwy 20 storm water management facility (the “Project”). The scope of the Project incorporates portions of work and services traditionally supplied to the Town by various firms under separate contracts. In the Design-Build format defined by this RFP document, these functions are combined under one Contract between the Town and the Design-Builder (DB). Companies or joint ventures submitting a Proposal shall be responsible for all professional and technical services, supervision, materials, labour and equipment and performing all duties and obligations necessary to design and construct this Project. The Proponent with the highest combined score for a compliant Technical Proposal and Lump Sum price will be selected to enter into a Contract with the Town. Throughout this document reference is made to the "Proponent" as the entity preparing the response to the RFP. The term "Design-Builder" is used to represent the successful Proponent and the context in which it is used relates to Work to be performed once the Agreement is signed with the successful Proponent. |
