 Overview

1. The Town of Pelham is seeking proposals for engineering services for the 2026 Stormwater Management (SWM) Facility Remediation Program. In 2026, the purpose of the program is to complete the design and prepare tender documents for three (3) stormwater management ponds: River Estates Stormwater Management Ponds, Rosewood Crescent Stormwater Management Pond and Daimler Woods Stormwater Management Pond. In this assignment, the Town is also seeking proposals for contract administration and inspection services during construction for all three ponds. 

   In 2026, the Town is seeking to have the River Estates Stormwater Management Pond remediated. While the remaining two (2) ponds will be fully designed in 2026, tender preparation will be completed, with construction expected in 2027. The Town will utilize the successful proponent to perform all contract administration and construction inspection services on behalf of the Town during construction.

   The complete listing of the facilities is provided in Appendix “A”. 

   The full scope of work is described in Appendix “A” to this Request for Proposal (“RFP”).  Bids must respond to all terms, conditions, specifications and special instructions in Appendix “A”.  Bids that do not respond to all items in Appendix “A” are non-compliant with this RFP and will be disqualified.

   Bids will be evaluated based on the criteria set out in this RFP.  The Town intends to enter an agreement with the successful Bidder in substantially the same form as the agreement attached as Appendix “D” to this RFP.
