ONLINE SUBMISSION ONLY Effingham Street is a major north/south rural collector roadway (Class 4) extending from Webber Road to Pelham Road in the City of St. Catharines. The roadway has a two-lane rural road cross section for its entire length (approx. 15 km). There are two sections of Effingham Street that have been identified in the most recent Pavement Condition Study as road sections experiencing significant failure and need either reconstruction and/or resurfacing. The two sections of Effingham Street include the sections from Tice Road to 500m south of Metler Road and from Highway 20 to Canboro Road. The current AADT on the roadway is approximately 1900 vehicles per day and traffic volumes are expected to increase as development continues within the Town as this serves as a scenic route for local residents as well as tourists. In addition to being a major roadway in the town the roadway serves as a critical link for active transportation and experiences a high volume of pedestrian and cyclist movements. The current road cross section is not conducive to supporting safe and reliable active transportation. The purpose of this engineering assignment is to complete the detailed design, prepare the contract documents in preparation for tendering of the project and provide Contract Administration and Inspection services for the construction portion (Note: the CA and Admin will be provisional to the contract and may be awarded at the same time as the construction contract is awarded). The design is to include the reconstruction and or resurfacing of the entire road cross section, improve drainage, make improvements to the existing roadside safety signs and provide a roadway cross section that supports all modes of transportation including the safe and reliable movement of pedestrian and cyclists. This design assignment is scheduled to be completed in Q4 of 2023, and Pelham Town Council schedules construction of the works for the spring of 2024 pending budget approval. |
