The Town of Pelham constructed the first phase of Highland Avenue which was completed in 2013.  The second phase, between Elizabeth Drive and Canboro Road, is budgeted and planned for construction in 2016.  The age and condition of the road, storm sewer and watermain has prompted the need for reconstruction.
